Keen-eyed Louisiana state police nabbed a wanted sex offender who had fled California with four abducted children. Joseph F. Moreno, 37, of Dos Palos, California is a registered sex offender who is wanted in his home state for three counts of lewd and lascivious acts on a child under the age of 14. With him was Penny Rascon, 37, and her children, aged 4, 6, 7 and 8, who had been reported missing.
An alert went out to law enforcement after a tip came in saying the pair were headed to Louisiana. Vigilant officers spotted Moreno at a convenience store outside of Lafayette. In the parking lot they found Rascon and her kids, hungry and dirty from days on the road. The children were fed and taken care of and then given over to the Louisiana Department of Children and Family Services.
Moreno was booked on his outstanding warrants for child sexual abuse and Rascon was charged with child abduction. Both are currently in custody and awaiting extradition to California.
