'Weepy Voiced' Killer Terrorizes The Twin Cities

On the morning of Aug. 6, 1982, a paperboy was doing his routine deliveries when he spotted a woman’s body along the banks of the Mississippi River in Minneapolis. She was later identified as Barbara Simons, a 40-year-old nurse. By analyzing how the offender attempted to cover up the crime scene, Minneapolis Police Department Detective Don Brown determined that “this probably wasn’t his first time” killing.
