New Jersey Man Charged With Trying To Hire Hitman To Kill 13-Year-Old Girl

Armando Conceicao has been charged in a murder-for-hire scheme targeting 13-year-old girl in Texas in which the hitman would've been paid just $15.

A New Jersey man was indicted by a federal grand jury for trying to hire a hit man to kill a 13-year-old girl in Texas.

Armando Conceicao, 57, is charged with one count each of conspiracy to commit murder and causing another to travel interstate or using interstate facilities with the intent that a murder for hire be committed, according to a release from the U.S. Attorney’s Office District Of New Jersey.

The girl is safe, and federal prosecutors did not reveal a possible motive for the alleged scheme or explain Conceicao’s relationship with the victim.

In May 2021, Conceicao connected with a man identified as “Individual-1” about “killing or locating another person to kill the victim," prosecutors said.

After meeting with the witness, Conceicao shared the victim’s Texas address, a photograph of the victim and an undisclosed amount of cash “so the individual could conduct reconnaissance at the victim’s residence.

That person drove from New Jersey to Texas in June and photographed the victim’s residence, a car belonging to the victim’s father and surrounding area, then returned to New Jersey.

“Conceicao instructed the individual to proceed with the scheme to murder the victim,” at some point thereafter, prosecutors said.

Later, law enforcement received a warrant to search that man's phone and found the pictures taken in Texas, according to court documents reviewed by NJ.com.

Conceicao met with that same individual and discussed the scheme to kill the girl on Nov. 1, 2021, according to the indictment.

Individual 1 was “equipped with an audio and/or video recording device,” during that meeting, the documents reviewed by NJ.com stated.

The apparently cooperating witness explained to Conceicao that he knows a “guy,” who is “cheap, he’s charging 15 bucks, 10 bucks, problem solved,” according to the indictment.

Conceicao said, “OK.” 

"So, what does he want,” Conceicao eventually inquired and the witness told him, “He wants to know how we are going to do it,” according to the indictment.

Later during that same meeting, Individual-1 said, “if we kill a little girl, it’s just one person,” to which Conceicao said, “It’s over. Um-hmm.”

Individual-1 then asked, “If the whole family is there, how’s it going to be?”

Conceicao responded, “Let [sic] the girl, finish with the rest. I don’t care.”

“As long as the girl is eliminated the rest does not matter,” Conceicao said at another point in the conversation, according to the documents reviewed by NJ.com.

The conversation took place in Portuguese, NJ.com reported.

Oxygen.com was unable to reach Conceicao’s attorney.

Conspiracy to commit murder-for-hire is punishable by a maximum of 10 years in prison and $250,000 fine.
