Convicted Sex Offender Urinates On 5-Year-Old Girl, Hurls Racial Slur At Her, Parents Say

A Michigan community is outraged after police and witnesses say a convicted sex offender living in the neighborhood urinated on a 5-year-old girl and directed a racial slur at her.

The parents of the child, who remains unnamed in reports as she is a minor, called police on August 22, claiming a 60-year-old man had urinated on the girl, according to The Associated Press.

Police scanned the area in search of a suspect ― and soon ran into David Allen Dean, a convicted sex offender.

Two 7-year-old witnesses told police that they were playing hide-and-seek in an alley when they allegedly saw Dean approach the little girl and carry out the atrocious act, according to Michigan Live.

All three children have been offered counseling.

Michigan State Police records show that David Allen Dean was charged Wednesday with felony sex offense excluding assault and commercializing, according to KUTV of Salt Lake City.

Dean is listed as a "non-compliant" registered sex offender, according to KUTV. He had been convicted of criminal sexual assault against a child under the age of 13 in 1997. Dean lived on the same street as the victim.

Katrena Rapier, who identified Dean as the suspect, was shocked to learn of his criminal history.

""Her hair smelled like nothing but urine and it was like soaked, her whole shirt front to back was soaked ... I never knew that he was capable of doing all that to a 5-year-old child," Rapier said to KUTV. "She's basically a baby she didn't want to come out of the house after that she was just afraid ... That's like the worst, lowest thing you can do."
