Woman Living in Coachella Accused Of Dumping Newborn Puppies

Deborah Culwell, 54, has been charged after surveillance video showed her dumping seven puppies in Coachella, California. Surveillance video from an auto parts store shows a woman, allegedly Culwell, toss a plastic bag by dumpsters and drive away.
